Scorecard
City teams use the Scorecard to assess strengths and gaps across the 10 Coastal Essentials — producing an evidence-based diagnostic that directly drives investment prioritization, strategy sequencing, and blue finance use-of-proceeds design.
The Ten Essentials are stewarded by MCR2030 (Making Cities Resilient 2030), the UNDRR-led local resilience initiative. They were developed to accelerate implementation of the Sendai Framework for Disaster Risk Reduction (2015–2030) at the scale where risk is actually managed — local and city government.
The Scorecard is an open-source tool. Its methodology and assessment materials are openly published and free to apply — no license, no fee. The Advisory Board exists to keep it that way, and to distribute it globally for city- and company-scale pilots.
