Safeguard the Scorecard as an open-source tool — methodology and materials published freely, applicable without license or fee.
Extend the tool to city- and company-scale pilots across regions, so coastal resilience diagnosis is not limited by budget or geography.
Steward methodological quality as the tool evolves, and keep its independence from the capital it helps mobilize.
